Govt. Engineering Colleges : A review on academics & placements

Govt. Engineering colleges run by State Govts are preferred by lot of top rankers from the State conducted CET or AIEEE  ( Whatever be the criterion for admissions).

Even the parents also give preference to Govt colleges over good private engineering colleges.
If one is not able to make it to IITs,NITs,IIITs all under Central Govt ,then the first preference is for Govt Colleges in the States from where one belongs to.

These Govt. colleges attract a good talent pool of students and some even have the quality of admitted students comparable to some NITs.There is not a big gap in the ranks of students who got admitted into NITs and these Govt colleges run by respective State Govts.
But if we compare the quality of academics and placements, the difference is huge.

This is more in Govt Engineering Colleges in the North Indian States. Barring a few colleges, the others are just giving a very average scope of learning and job prospects for the admitted students.
The placements are just 20-30%.  A lot of colleges does not even have full fledged placement cells. The Professor from some department has been given the additional responsibility for T&P department which results in a handful of companies for the campus placements with very mediocre companies & salary packages. Even a lot of private colleges are doing better than these Govt. colleges even when quality of admitted students in these private colleges is not at par with these Govt. colleges.

The Govts should take a serious view in this regard and should discuss with the Directors / Principals about their requirements so that the improvements could be done faster.
20-30% final placements show that hardly the efforts are put in for training and industry relations.
These colleges have lot of resources at their disposal to make them centres of excellence but to utilize these resources to the maximum should be strived from all stakeholder

Aspiring students and parents need to be more informed while making a decision of taking admissions in govt. colleges.

AIEEE 2012 online Vs offline mode

CBSE,the authority to conduct All India Engineering Entrance Examination ( AIEEE) had started with online mode in 2011 also but in a very limited way and the response was also very very limited.Candidates were free to choose the mode of examination and a maximum of one lakh candidates could appear for online but hardly 5000 opted for this option out of 11lakh plus aspirants.
For AIEEE 2012, CBSE again has both online and offline mode but this year CBSE has made the provision to ensure that the number of online aspirants should be reasonably very high and 22 cities ( all big cities in India) will have only online mode of examinations.Those who wish to take offline exam from these cities have to move to other cities.
Conducting online test could have lot of plus points. A lot of authorities either conducting or contemplating to conduct online tests.But in other tests the authorities have a single mode of examination for all candidates,so there is no scope of confusion among the aspirants.
But the matter of  debate in dual mode adopted by CBSE for AIEEE is on the issue of level playing fields between the two modes for the same test. For an entrance examination of the magnitude and of importance like AIEEE, the most critical part is to make sure that both offline & online version should not give any process or physical advantage to the candidates by virtue of which the score or ranks could be affected.
The opinions in these 22 cities are very divided among all stakeholders whether students & their parents, Coaching institutions or mentors in selecting online or offline mode.
The majority feel this safe to go for offline mode rather than experimenting with online mode.The type and level of concerns are also very varied.
Some have apprehension in regard to the the ability of the authorities to conduct online exam on such a mass scale without any snag as was happened with the first online attempt for CAT. Some feel that if they will choose offline ,then pressure of traveling to other cities could impact on the performance and others are of the opinion that online version will give them the advantage to choose the time and day or even some extra days for preparation.
But these cant be the major cause for concern as far as the level playing field in both modes are concerned.Thorough preparation for AIEEE syllabus requires long consistent hard work & intelligence and to think that getting extra 10-15 days to appear for exam can give someone advantage over others might not be so convincing.
If we analyse a bit deep into the examination ,then there could be two-three issues that could have some impact on level playing fields in two modes.Though these are just assumptions and may or may not applicable to all aspirants.As there are some aspirants who are so thoroughly prepared that these issues are immaterial for them.
But still if we analyse the previous year scores ,there are even 1-1.5 thousand candidates who score equal marks and this was very common among the students in the bracket of ranks 25000-50000. So here even a difference of 3-4 marks could result in a rank difference of 5000.
One important point in these two modes could be on level of difficulty:
If we assume 5-6 lakh candidates appear for online exam,then the question bank for each subject needed would be quite large considering the trend that questions never get repeated.To keep this large number of questions at the same difficulty level is not that easy.There is no idea given by CBSE as how many students will appear in one shift each day and whether all these candidates who will appear in the same shift on a given day will have same questions.
So there are two different scenarios for difficulty level viz
 a. level of difficulty among the online aspirants
 b. the level of difficulty in comparison to Pen –Paper mode & online aspirants.

Even in AIEEE 2011,when the entrance exam was held twice that mean only two set of question papers were there but still we heard lot of different voices on the level of difficulty.
In addition this might imply on online aspirants for even wider and thorough coverage of syllabus as to have large number of questions means wider coverage of syllabus and more conceptual nature of questions.
The other point to be considered for level playing field in these two modes could be the ease to attempt questions:
As the questions in AIEEE test are very conceptual, analytical & calculation based ,the synchronization for viewing and understanding the question on screen and immediately solving with the help of  Pen –Paper might someway affect not  all but to a lot of candidates because to have this continous neck & eye movement from computer screen to rough sheet could be a trouble maker.Even in the mock test which are available now the candidates should test this neck movement for entire 3 hours to check for any pain or discomfort in the neck.
Whereas for Pen Paper mode,the neck movement will not be there in viewing and solving the questions on the rough sheet and calculations could be done faster.Though for online aspirants clicking the answer could save time in comparison to circling in offline mode.
Even the panel from IIT Council in a presentation for conducting IIT JEE online has the major issues in regard to the deep conceptual and analytical nature of questions which needs lot of  Pen & Paper calculations to solve the questions.In the present format the Pen-paper mode seemed more comfortable to the panel.
Still we hope that the authorities will take care of even the minutes of issues so that there wont be any discrepencies in the conduct of examinations in online & offline mode.

Engineering education is no doubt the most sought after career option after 12^th class in India.
Getting admission into Top Engineering Colleges is quite tough and competitive and requires lot of dedication & hard work.
Every year close to 13 lakh students appear for various Engineering Entrance exams.

In IIT Delhi around 59% seats out of the total seats under General category were filled up under the JEE rank 1000.
The most preferred branches were Electrical,CSE,Mechanical in the Top IITs.

Similarly on the basis of AIEEE 2011 top rank holders, the NITs are also ranked on the basis of preference by Top rank hoders in AIEEE 2011.
NITs are ranked on two basis. In NITs 50% seats are filled by All India candidates and the remaining 50% seats are filled by the candidates from the state where particular NIT is situated.
Ranking on the basis of All India level Preference under General Category.

If we take the performances of the candidates from different states, Andhra Pradesh has the highest number of candidates among the top rankers followed by UP & Rajasthan.So in NITs like Warangal,Allahabad & Jaipur,the Home State Cadidates have far better ranks than the Home state candidates for other NITs.
In Karnataka & Tamilnadu, the number of candidates who appeared for AIEEE were quite less as compared to the candidates who appeared for respectctive State level tests KCET & TNEA.
In Karnataka, only close to 20,000 students appeared in AIEEE in comparison to the approximate 75,000 students appeared in Karnataka CET for engineering.
Likewise in Tamilnadu, only close to 26,000 candidates appeared for AIEEE in camparison to the 1,48,000 students appeared for Tamilnadu Engineering Admissions ( TNEA) 2011.

Only 757 candidates under General category out of Top 5000 rank holders in AIEEE 2011 took admissions in NITs.There were close to 4400 General candidates out of Top 5000 candidates.

State level Engineering Counseling in India : Continous fall in number of registrations worrying authorities & college administation

State level engineering counseling authorities responsible for conducting counseling rounds for First year admissions for academic session 2011-12 into Govt & Private engineering colleges for different states had witnessed a sharp decline in the number of registrations.The situation was more or less same in all states throughout the country.
Lets take the case of North Indian states like Haryana,Punjab,Rajasthan,MP & UP ,its been observed that the students had been very particular in choosing the engineering colleges within their particular state.The trend was like the students through counseling were interested for admission into a limited number of popular colleges only. This has resulted in unprecedented reduction in the number of allotments and actual admissions made on the basis of counseling rounds. There were huge number of vacant seats in not so popular and 3-4 year old engineering colleges and these colleges themselves had to find the ways & means to fill up the vacant seats.

In these states in last 3-4 years ,a record number of new engineering colleges have come up and this large spurt in the number of colleges created a lot of dilemma in the minds of prospective students and parents in selecting a college for admission.The number of available seats in these states have surpassed the number of prosective aspirants within the state and thus changed the principle of demand & supply in favour of aspirants. Its like getting admission in engineering college is easier than getting admission in even nursery class.Such a huge number of colleges and the aggressive marketing & promotions by institutions to fill the seats had created lot of confusion in the minds of parents and students who were not able to fetch good ranks in the competitive exams and were not able to make it to the popular colleges.Lets look on the counseling statistics for these states before discussing the real issues.

Haryana:
In Haryana for 2011 -12 academic session there were 149 engineering colleges including both Govt. & Private Colleges.The admissions in these colleges are made through online off campus counseling by Department of Technical Education,Govt. of Haryana.There were close to 45,000 engineering seats in these colleges.In Govt. colleges all seats are filled up through counseling on the basis of inter se merit in AIEEE.In Private Colleges 75% of seats are filled up through Govt. counseling (incase the seats are not filled up through counseling,the institutions can fill seats on their own).
In addition to this there are 3 self Financed Deemed to be Universities and 7 Private State Universities.These Universities have there own admission procedure & counseling.
In total we could take the total seats close to 56,000-57000.
The first point of concern is that in 2011 close to 47,000 students have appeared for AIEEE exam from Haryana state and we can say that there were 47,000 engineering aspirants in total from Haryana.
After all rounds of counseling through DTE, the total allotments in 149 colleges were 8424 only. In normal case,almost 30-50% of allotted students don’t turn up for actual admissions depending on the institution allotted to them.This gives an idea of gloomy situation.The allotment numbers from counseling actually give a clear idea about the image and popularity of the institution.
There were 54 engineering colleges with less than 10 allotments in total for different streams. There were 54 colleges with total allotments in between 11-50 students ,so out of 149 colleges,108 colleges have less than 50 allotments in total for different streams.only 15 colleges have got allotments above 200 and out of these 15, 7 were Govt. Colleges.
Though lot of students within the state take direct admissions also in nearby institutions as to get direct admission is quite simple but still there has been a very low level of interest among the local students.
A large number of institutions where the seats are vacant have to move to places like Bihar,Jharkhand,North East and now-a-days to Kathmandu also to get atleast a reasonable strength of students to run the colleges.
Punjab:
In Punjab for 2011-12 academic session there were 107 engineering colleges including both Govt & Private Colleges.The admission in these colleges are made through counseling conducted by Punjab Technical University.There were close to 29,200 engineering seats to be filled up through PTU counseling.After the 3^rd and final round of counseling ,only 7764 seats were filled up and 21736 seats were left vacant and institutions were told to fill the vacant seats at their level.
Though students take direct admissions also but still a large number of institutions like in other states have to station there admission teams for long duration in places like Bihar, Jharkhand, North East and Kathmandu to fill the seats.Though from these places also to get students has become a daunting task as these places have become very competititve.
Uttar Pradesh:
In Uttar Pradesh for 2011-12 academic session there were total of 323 engineering colleges including both Govt & Private Colleges.The admissions in these colleges are made through counseling by Mayamaya Technical University.There are close to 93,000 engineering seats to be filled up through Govt. counseling in these colleges ( excluding the institute level seats in Private Engineering Colleges).

In addition to this there are 2 Self Financed Deemed to be Universities offering engineering courses and around 14 Private State Universities.These Universities have there own admission procedure & counseling.
In total we could take the total seats close to 1,25,000.
As per the Counseling Statistics ,after counseling rounds only 24964 seats were allotted through MTU counseling.Only allotted not the actual admitted figure.There were close to 107 institutions where the allotted seats were nil.
There were close to only 50 colleges where the allotment was not an issue and they got very good response from the candidates and these institute never give even a single admission related advertisement.
Rajasthan:
In Rajasthan for 2011-12 academic session there were total of 123 engineering colleges including both Govt & Private Colleges.The admissions in these colleges are made through counseling by Department of Technical Education,Govt of  Rajasthan.There are close to 46,000 engineering seats to be filled up through Govt. counseling in these colleges.
In addition to this there are 4 self financed Deemed to be Universities offering engineering courses and around 15 Private State Universities.These Universities have there own admission procedure & counseling.
In total we could take the total seats close to 65000.
As per the Counseling Authority Sources ,out of 73,500 appeared for RPET only 30,000 went for counseling.After final round of counselings,Technical Education Dept. has given consent for “free admission sessions”  under which the colleges can even admit those students also who have not appeared in any entrance exam.
The situation is more or less same across all States. Though in some states the vacancies are not so high but the problem is prevalent in all states.
These statistics bring forth lot of issues and concerns as far as Private engineering education is concerned. Going by the trend institutions with a reasonable placement records and good reputation will might be comfortable in filling up their allotted quota of seats.The placements have become the key and central point among the prospective students in selecting an engineering college.Now-a-days other parameters like Faculty,infrastructure,University results etc. are being decided by placement figures in Private colleges by a majority of students and parents.
The advertisements like Air-conditioned class rooms, wi-fi campus,AC Transport ,AC hostels ,world class Faculty and labs are not getting much audience if placements are not there.
Even the colleges with more than 5-6 years in existence are facing lot of problems if the placements are not upto mark among the prospective students.Earlier in 2006-07 the placement was not the deciding factor,almost all private colleges were very comfortable in filling up their seats.
Now-a-days even a student with 50-55% marks in 12^th class and AIEEE rank in lakhs also ask for colleges with decent placement records and not willing to join new institutions ( whether he /she could qualify to participate in the the campus drives is also insignificant).
This is the impact of the distorted demand-supply principal where the available seats are very high than the prospective aspirants.There is huge placement pressure on the new engineering institutions in the current scenario and the private colleges where IT cos like TCS,Infosys,Accenture,Wipro, Cognizant etc. visit for campus drives are the most desired colleges.
